policies: Add general sponsorship level policy

This policy was voted on and approved at the Jun 8, 2017 board meeting.
It describes sponsorship levels for various donation amounts, and
website recognition provided.

+              X.org Funding Levels for General Sponsorship
+              --------------------------------------------
+
+1.  Principles
+==============
+
+X.org wishes to acknowledge and encourage donations from sponsors.
+This proposal establishes a set of funding levels with given rewards.
+
+
+2.  Levels
+==========
+
+The following levels are established (in US$):
+
+Bronze:   $500
+Silver:   $2000
+Gold:     $5000
+
+
+3.  Perk
+========
+
+A. Bronze Level
+
+  + Acknowledgement on "SponsorshipPage" for 1 year in a "Special
+    Thanks" section (lower portion of the page).  No logo or links.
+
+B. Silver Level
+
+  + Logo, name, and hyperlink to sponsor's main website on
+    "SponsorshipPage" for 1 year in the top portion of the page.
+    (Logo size not exceeding 160x80 pixels)
+
+C. Gold Level
+
+  + Logo, name, and hyperlink to sponsor's main website on
+    "SponsorshipPage" for 1 year in the top portion of the page.
+    (Logo size not exceeding 160x80 pixels)
+  + Logo shown on the X.org home page in rotation for 1 year.
+    (Logo size not exceeding 80x80 pixels)

+4.  Extra Donations
+===================
+
+* Multiple donations made within a single calendar year will be
+  aggregated together for purposes of sponsorship level determination.
+  The date of the final donation that reached the given level will be
+  taken as the date of donation for calculation of perk donation in
+  section #3 above.
+
+* Donations greater than the amount required for a given level can be
+  used to extend the duration of that sponsorship level, in 1-year
+  increments.  For example, a $1500 donation can be treated as three
+  sequential Bronze Level memberships - in other words an
+  acknowledgement that lasts 3 years.
+

+5.  Non-monetary Donations
+==========================
+
+* Donations of one-time services (such as logo designs, website designs,
+  etc.) will be treated as the equivalent of a Silver Level sponsor for
+  one year.
+
+* Donations of ongoing services (including fully sponsored web hosting,
+  etc.) will be treated as the equivalent of a Silver Level sponsor for
+  the duration of the service provision.
+
+* X.org's fiscal sponsor (currently spi-inc.org) will be treated as a
+  Silver Level sponsor for the duration of X.org's membership with the
+  organization.
