All templates used by Wizards are now built from their XML
It eases maintenance
Page size, language and country attributes were removed
Merge all wizard/package in one file

back in tdf#113720 the substitution
Arial -> Liberation Sans
was done, but that mangled
Arial Unicode MS -> Liberation Sans Unicode MS
which isn't a font that exists :-(
... style:font-name="Liberation Serif" ...
... style:font-name-asian="HG Mincho Light J" ...
... style:font-name-complex="Liberation Sans Unicode MS" ...
Because this font is used as the default font for the complex text font,
lets try Noto Sans here.
This is also probably not technically correct as the CTL Noto Sans
variants are in separate fonts like Noto Sans Arabic and Noto Sans
Hebrew, etc, but at least it has more meaning than "Liberation Sans
Unicode MS" and provides a hint which font substitution can use.

Instead of distributing bazillions of localized templates, that
contain only a few translatable strings, we try to localize them
runtime. This is the initial patch that does the heavy-lifting.
It has some rough edges, but the feature will be polished by
freezing of LibreOffice 3.7.
