vcl: Drop extra platform checks for vcl plugins to load
ENABLE_GTK3 etc. are 0 when they're not enabled, so no need
to skip evaluating these for Windows and macOS.
Doing so would e.g. result in the qt6 VCL plugin not
being auto-detected/used without explicitly setting
SAL_USE_VCLPLUGIN=qt6 once the vcl plugin is also
supported on Windows (see WIP change [1]), even if
the "win" vcl plugin isn't available.
