vcl: Only try win vcl plugin if it was built
Don't unconditionally try to load the "win" vcl plugin
on Windows, but only if it was enabled during the build.
In order to do that, evaluate ENABLE_WIN, introduced in
commit 057f491458b8ed338ef652624ccc9c152c88f2bc
