add ARB_compute_variable_group_size tests
v3: - enforce local-size.c test (Nicolai)
- add mixed_variable_fixed_local_work_size.comp (Nicolai)
v2: - update formatting spec quotations (Nicolai)
- use shader_runner for the basic test (Ian)
- add a new test which checks various local sizes (Nicolai)
