docs: convert articles to reructuredtext
This uses the previously added scripts to convert the documentation to reStructuredText, which is both easier to read offline, and can be used to generate modern HTML for online documentation. + - **registers** - register definitions
+ - **vulkan** - RADV Vulkan implementation for AMD Southern Island

+ - **vbo** - Vertex Buffer Object code. All drawing with
+ glBegin/glEnd, glDrawArrays, display lists, etc. goes through

+ which are passed to the device driver (or tnl module) for
