vcl win: Move WindowsInstance::m_aPrinters to WindowsInstanceData

Move the list of printers from WindowsInstance
to the WindowsInstanceData owned by WindowsInstance,
to make this consistent with other data owned by
the WindowsInstance, see previous commits

had previously moved the printers list directly to WindowsInstance
when WindowsInstanceData didn't exist yet.
