qt configure: Move vars closer to use, have separate one for suffix
Instead of having a `qt6_test_library` var that includes both
the base name and the suffix, have the suffix in a separate
variable. This will make it easier to support Windows as well,
where the suffix can be either just ".lib" or "d.lib", because
libraries built with debug symbols have the extra "d" in the name.
(Prepares for supporting debug builds of Qt in pending WIP
change [1] to support the qt6 VCL plugin on Windows.)
