vcl: Dont't declare PDFiumLinkImpl VCL_DLLPUBLIC
Fixes this build error seen in a clang-cl build on
Windows:
C:/Users/mwegh/development/git/libreoffice-WORKTREE/vcl/source/pdf/PDFiumLibrary.cxx(377,21): error: 'vcl::pdf::(anonymous namespace)::PDFiumLinkImpl' must have external linkage when declared 'dllexport'
