remove unnecessary use of Reference constructor in throw

Convert code like this:
  throw IOException("xx",
     Reference< XInterface >(static_cast<OWeakObject*>(this)) );
to this:
  throw IOException("xx",
     static_cast<OWeakObject*>(this) );
