build: Add SIAddresses as a subdir of specs.
Fix the following distcheck failure:
| configure: creating ./config.status
| config.status: creating Makefile
| config.status: creating specs/Makefile
| config.status: error: cannot find input file: `specs/SIAddresses/Makefile.in'
| make: *** [distcheck] Error 1
