Improve handling of _SILENCE_CXX17_CODECVT_HEADER_DEPRECATION_WARNING
_SILENCE_CXX17_CODECVT_HEADER_DEPRECATION_WARNING turned into a global
-D..., same as existing
_SILENCE_CXX17_OLD_ALLOCATOR_MEMBERS_DEPRECATION_WARNING.
