Remove rule in Hosting policy forbidding secretaries from being CoC members
This rule was originally added back in the days when we had to deal with issues of abuse of power coming from having a Secretary on the CoC team. But, this was a long time ago and we're currently looking at a situation where we need to bring more people onto the CoC team. As such, I'm actually willing to take on such a position in addition to secretary, particularly because I'm already trained in CoC enforcement and have quite a bit of prior experience doing so in various types of communities, including for XDC in 2019. But, doing so requires changing this rule. So, let's just do that.
