Introduce a configure option --disable-avmedia. For non-desktop, avmedia is always disabled (for now), and for desktop enabled by default. Add AVMEDIA to BUILD_TYPE when enabled. This i18nlangtag code is now even used by module comphelper, so disentangling i18npool and making this an own module was needed to not create circular module dependencies.
