vcl: clean up all #if OSL_DEBUG_LEVEL checks in pdfwriter_impl.cxx
Half of these were around SAL_INFO which does its own checking of OSL_DEBUG_LEVEL anyway, and the other half can check at runtime the g_bDebugDisableCompression variable like PDFWriterImpl::MARK() already does since commit 49968942a62f6feb6db4dcf385ddee925a57b497.
