tdf#127711 - A runtime-switch for the MiniCrashDump and associated changes
- add CrashDumpEnable to soffice.ini
- also check env var CRASH_DUMP_ENABLE (overrides soffice.ini)
- make sure _all_ binaries are added to symstore
