convert equalsAsciiL calls to startsWith calls
Convert code like:
aStr.equalsAsciiL( RTL_CONSTASCII_STRINGPARAM( "ActiveConnection" ) )
to
aStr.startsWith( "ActiveConnection" )
which compiles down to the same machine code.
