svx: add class "ONeutralParseContext"
If Base SQL query:
SELECT COUNT("test"."id") FROM Test
Then changed to Spanish interface, it is required
to have a neutral keyword localized, the "COUNT"
will fail to detect column type, because the keyword
in Spanish is "RECUENTO"
