vcl: Move vcl::lok helpers from svapp.cxx to their own source fileHEADmaster

These helper functions are declared in include/vcl/lok.hxx
and are unrelated to the Application class that
vcl/source/app/svapp.cxx is about.

Move them to a separate source file named after
the header they're declared in, to make it a bit
easier to keep an overview.
