tdf#171527 doc import: add ParaFrameProperties grabbag to ApoHEADmaster

When DOCX imports a frame
that has been defined by paragraph properties (framePr),
it simply flags that with a grabbag.

Do the same for DOC import.

That is because you CAN have fly-in-framePr,
but you can't have fly-in-fly,
and that was how we were importing DOC previously.

This matters at export time,
since DOCX reports a file as corrupt if it has fly-in-fly.
