tdf#147943: Change numbering format of subdocument numberingHEADmaster
Sets default numbering format of subdocuments to be 012_ABC rather than
previous ABC12, which allows for formatting.
1. Introduces a class `PaddedSequentialTokens` to "pad" the number
with leading zeroes
2. Introduces a function `concatFunc` in parameters to customize
format of numbered subdocuments
