qt: Only use SessionManagerInhibitor on platforms on which it's builtHEADmaster

Instead of only excluding Emscripten/WebAssembly,
only enable the use of SesssionManagerInhibitor for
those platforms for which it is built, i.e. align the
check with the

    $(if $(filter LINUX SOLARIS %BSD,$(OS)), \
        vcl/unx/generic/window/sessioninhibitor \
    ) \

one in vcl/Library_vcl.mk.

This e.g. prevents a build failure on Windows when
experimenting with WIP change [1] to support the
qt6 vcl plugin on Windows as well.
