tdf#171383 writerfilter: provide cell start range with delayed fieldsHEADmaster
This fixes an issue exposed in 25.8.0 by

tdf#166940 sw: defer line break in ref field
The ending content of the last cell
was being pulled in the following cell
if that cell started with a delayed-finish field.
