tdf#171401 Disable native color dialog option when not availableHEADmaster

In "Tools" -> "Options" -> "LibreOfficeDev" -> "General",
only allow configuring the use of a native color chooser
dialog when the SalInstance/vcl plugin in use actually
provides one. This matches the logic already implemented
for file dialogs.
