vcl win: Move WindowsInstance::m_aPrinters to WindowsInstanceDataHEADmaster

Move the list of printers from WindowsInstance
to the WindowsInstanceData owned by WindowsInstance,
to make this consistent with other data owned by
the WindowsInstance, see previous commits
