Make external/msi/readme.txt less misleading
No point talking about the ".NET compiler" as it was MSVC 2003 that
was also called "MSVC .NET". In the Microsoft compiler we now use,
2008, there is no ".NET" in the name.
Also, in LibreOffice we bundle only instmsiw.exe, not instmsia.exe.
