Enabled sc/qa/unoapi again.
Currently often fails at shutdown, when Bridge::terminate ->
~ScAutoFormatObj -> ScGlobal::GetAutoFormat after ScGlobal::Clear
leads to ScAutoFormat ctor -> ScGlobal::GetRscString with null
ppRscString.
