Revert "Avoid loplugin:staticmethods in non-debug build"
This reverts commit d0ba487bae3a0f6d1fcb9af13397c85e70ad8e1b, obsoleted by
cbce40e965acef51822b31d73da5fbc271fbcad0 "Make content of OSL_ASSERT,
DBG_ASSERT, etc. visiblie in non-debug builds."
