UTF-8 is Unicode, too
There is no dichotomy of "Unicode" vs. "UTF-8". What is meant is UTF-16 (OUString) vs. UTF-8. So say so in the comments. Change-Id: I14fa7f543e87ed9e54fb37374a0b17d7e09a0879
