igt: add timeline test cases
v2: adapt to new transfer ioctl v3: Drop useless uint64_t casts (Lionel) Fix timeline query prototypes (Lionel) Test multi wait with timeline & binary syncobjs (Lionel) v4: Switch from drmIoctl to igt_ioctl in tests/*.c (Chris) Clear out errno in helper functions (Chris) v5: Fix lib comments on transfer helpers (Lionel) v6: Add igt_describe() (Lionel) v7: Fix reset-during-wait-for-submit (point value was left uninitialized and we picked up a > 1 value mostly by chance).
