* configure.in: Release 0.31
add LT_CURRENT, LT_REVISION, LT_AGE for easy soname bumping
* qt/Makefile.am: fixed build
* dbus/Makefile.am: soname bump for libdbus
* glib/Makefile.am: soname bump for libdbus-glib
