mesa: Remove context parameter from _mesa_init_shader_program
Silences: ../../src/mesa/main/shaderobj.c: In function '_mesa_init_shader_program': ../../src/mesa/main/shaderobj.c:239:46: warning: unused parameter 'ctx' [-Wunused-parameter] For now, this adds a couple other unused parameter warnings, but future patches will clean those up.
