Add API for setting invisible-codepoint

Fixes https://github.com/harfbuzz/harfbuzz/issues/1216

New API:
hb_buffer_set_invisible_codepoint()
hb_buffer_get_invisible_codepoint()

hb-shape / hb-view --invisible-codepoint
